For centuries, the development of fisheries in this area was hindered not only by Venetian government, focused on monopolizing all trade activities in the area,but also by passivity and short- sightdness of local fishermen, which left no room for a more substantial development of fisheries as a commercial branch. More disputes between fishermen were motivated by the desire to maximize their one-time profits. As a result, they ended up settling for traditional metods which may have been satisfactory in the short run, but yielded very poor results in the long run...
